Federal business immigration programs in 2026: Start-up Visa and Self-Employed Persons status

The Start-up Visa and Self-Employed Persons programs are both paused. What IRCC has said, and why provincial and work permit strategies now matter more.

Federal options for entrepreneurs have narrowed. As of our review date:

  • Start-up Visa (SUV) Program: IRCC stopped accepting applications for the optional SUV work permit on December 19, 2025, and designated organizations stopped issuing new commitment certificates at the start of 2026. Applicants holding a 2025 commitment certificate had until June 30, 2026 to apply for permanent residence. Applications accepted before then continue to be processed.
  • Self-Employed Persons Program: IRCC stopped accepting applications on April 30, 2024, and has extended the pause until further notice.
  • New pilot: IRCC has said a new pilot for entrepreneurs is planned for 2026. Launch details have not been published as of our review date. Don’t rely on any pilot criteria until IRCC publishes them.

What this means for entrepreneurs

For many business owners, the realistic options now involve:

  • Provincial entrepreneur streams, such as Alberta’s Rural Entrepreneur Stream and Farm Stream, where currently open;
  • Temporary work permits for business owners, such as the C11 significant-benefit work permit, where the facts support it;
  • Other economic pathways where the applicant’s own skills and experience qualify.

Each option has different requirements, risks and timelines. A strategy should start with the person and the business, not with the program.
